Tweaking Gathering tools
To reduce shared tool hoarding after some complaints that some players are hoarding tools I have changed it so that you can only use one of each type of tool at once. This means that if you have a water gathering tool on cooldown you will be unable to use any others. However you will be able to use multiple types at the same time.

This change won't change the majority of players tool usage which is in my opinion an ideal change. We never wanted someone to grab three of four tools of the same type to grind out resources so the change allows us to enforce a little more of how we would like resource gathering to work.
