Each staff tool now asks for its own key

One more repair is told on the fixes page in the twenty-seventh round. Every staff tool now needs its own permission, and the phone menu shows a staff tool only to those who hold it. Following the report, I also closed other faults in the same place.

Thank you for a report that looked a little further than its own question. A lock that knows its key is a small, steady comfort, and I am rather fond of it.
