One repair undone, and the old rule for walking put back

There is one more entry, in the fifty-second round. A repair I made this afternoon let a walk begin with fewer action points than the rule asks for, and a sharp-eyed report caught it within minutes. The rule stands as it always has: cartography lowers what a walk takes, not what you must hold to begin it, and a travel arrow now shows both numbers where they differ.
