Spammers
Its sad for me i have to implement such things, but here it is. Spammers will get spam score and be restricted from using some features for a while, the process is automated. In my investigation i noticed that its about a group of 3-4 people that do this obsessively, not at all the size it seems to be, but they are dragging everyone else into doing it, by example, so others have started doing it too. They will be probably smart enough not to trigger it again, so these changes will actually hit those that started to think its fine to do it... well...
