Weather changes
Weather no longer takes effect imediately when you cast it but influences the weather for the next period, with all weather casts chaining sometime of the next period.

Weather forecasts exist now, and you can consult and share them with others. There is one weather forecasting device in each capitol, shared for whoever wants to grab it first and be the one that tells the world how the weather will be.
