BR's access to graveyard
Blackshade Rider got unrestricted access to the graveyard. He also has a list of reponsabilities he assumed for keeping and handling his role, that involves a chronicler of the deaths in the realm, and other related things. His role does not imply any decision right over "the Dead" citizenship or other graveyard or death related matters, but he could say he is a sort of graveyard keeper.
